SEO: Character count in meta tags OpenCart

SEO module: Character count in meta tags for OpenCart 2 and 3 - adds a character counter, and also informs when the line has reached the limit.

What the module is for: it's no secret that search engines trim meta tags for normal search results, that's why it's better not to allow these strings to be longer than search engines want.
